James Vincent, M.D.
Medical Director

Dr. James Vincent, MD attended medical school UTMB Galveston, graduating in 2000. He then trained in Emergency Medicine at UT Houston/ Hermann Hospital, followed by subspecialty training in Pediatric Emergency Medicine at Texas Children’s Hospital.
As one of the region’s few double-boarded Adult and Pediatric Emergency Physicians, he proceeded to help Clear Lake Regional Medical Center establish a dedicated Pediatric ER, which opened in 2008, where he then served as Director of Pediatric Emergency Services until 2014.
He joined Elitecare Emergency Hospital to serve as Medical Director in 2014, bringing his extensive clinical and administrative experience to the free-standing ER realm. While Medical Director at EliteCare, he completed the training and certification requirements to be an ImPact “Certified ImPact Consultant” and serves additionally as Concussion Director for EliteCare.
Chad Bush
Chief Executive Officer

Chad started off his career in 1997 as an accountant in Canada. A few years later, he helped start a software company that quickly became very successful. This success launched him into a variety of opportunities that further developed his skillset. Over the years, he expanded his experience into leadership positions in different industries including business development, health insurance and oil field services. These opportunities allowed Chad to go beyond accounting to gain experience in Operations, Analytics, Finance, Marketing, Human Resources and Client Services.
Chad became involved in Healthcare Management in 2011 when he became Vice President of Corporate Operations for a new group of Urgent Care facilities in the Galveston/Houston area. Less than two years later Chad was promoted to President and has served in that position for several years.
In early 2017, Chad joined Elitecare as Managing Director. Under Chad’s leadership, Elitecare has seen incredible growth which led to a 2020 expansion of the facility in and conversion to being a state-licensed Hospital. Upon completion of the hospital project, Chad was promoted to Chief Executive Officer.
Entering the Healthcare field has given Chad the welcomed opportunity to help grow local business and serve the community in which he resides. His passion and commitment to create a personalized patient experience is evident by ECEH being voted as the number one patient choice for adult and pediatric concierge emergency and hospital care in its market.
Heather Simons
Director of Administrative Operations

For more than 25 years, Heather Simons has worked in the financial and health care industries in administration, customer service, and patient advocacy. Heather joined Elitecare League City in 2012 as a Front Office Registrar and two years later transitioned to become the Administrative Assistant to the Nurse Director. In 2017 Heather was promoted to Office Manager and Patient Advocate for League city.
To uphold every patient’s Elite experience, Heather works with them in multiple areas. From explaining and helping patients understand insurance coverage, to what rights patients have and what their decisions may result. Her compassion and enthusiasm are invaluable to our team. She works closely with the Billing and Financial department to ensure patients receive appropriate billing, and if needed, advocates for patients if they experience a financial hardship.
With a background in finance, Heather is responsible for day to day operations and serves as the Human Resources Representative for the League City Facility. Not only does she provide an Elite experience for our patients, but for our staff as well. She also has taken the time to be a part of Elitecare’s community events, which has allowed her the ability to connect on a more personal level with current and future patients.
